This notice tells you how we handle the information you share with us. Please read it carefully. You have the right to a copy of this notice at any time.

1. Who We Are and What This Platform Is

Central Oregon Peer Services Foundation (CO-PS) runs the Living Recovery platform at livingrecovery.org. We are a peer support organization. We help people set goals, build plans, connect with services, and stay on track.

Living Recovery is a voluntary tool. You choose to create an account. You choose what information you share. You are in control.

This platform is not a clinical treatment program. It does not provide medical care, mental health treatment, or substance use disorder treatment. Clinical services are provided by separate providers and documented in their own systems.

Because this is a voluntary peer support tool — not a clinical treatment program — it is not subject to HIPAA as a covered entity. We follow privacy practices that meet or exceed HIPAA standards by choice, because your trust matters to us.

2. Your Consent Comes First

When you create an account on Living Recovery, you sign a Consent and Release of Information form. That form is the foundation of how we handle your information. In that form, you tell us what information you are sharing, who you are allowing to see it, and what you are allowing us to use it for.

You can take back your consent at any time, in writing. If you do, we will stop sharing your information going forward. We will not share your information for any purpose not covered by your consent form — unless the law requires us to.

3. What Information We Keep About You

We only keep information that you choose to share with us through this platform. That may include your contact information, your goals and plans, appointment history, chat conversations with Pace, program participation records, and court or supervision information you provide.

We do not collect information from cookies, advertisers, or third-party data brokers. We do not sell your information.

4. How We Use Your Information

  • To help you set and track your goals
  • To schedule appointments and send reminders
  • To connect you with services like health care, housing, and benefits
  • To document your progress in the W.O.R.C. program for billing and reporting
  • To alert staff if you share something in chat that sounds like a safety emergency
  • To produce reports required by funders, using the minimum information necessary

5. Who Can See Your Information

You — you can see your own goals, plans, appointments, and chat history any time you log in.

Your peer support team — staff assigned to work with you can see the parts of your record needed to support you. Every time a staff member opens your record, the date, time, and their name are logged automatically.

CO-PS administrators — for program management, audits, and safety situations.

Outside organizations — only with your consent. We do not share your information with courts, probation or parole officers, treatment providers, or anyone else without your signed consent, or unless the law requires it.

Safety emergencies — if we believe there is an immediate risk to your safety or someone else's, we may share information with emergency responders. We will share only what is necessary.

Technology partners — Cloudflare (hosting), Anthropic (Pace), and Resend (email reminders). These providers are prohibited from using your data for their own purposes.

6. A Note About Substance Use Information

If you share information about substance use as part of your participation in a CO-PS program, we treat that information with the highest level of care.

We will not share substance use information with law enforcement, courts, or supervision officers without your written consent. We will not use it against you.

7. Your Rights

  • See the information we have about you
  • Ask us to correct information that is wrong
  • Ask us to delete your account and information
  • Ask who has looked at your record
  • Take back any consent you gave
  • File a complaint if you think your privacy was not respected

8. How We Protect Your Information

  • All data is encrypted in transit and at rest
  • Staff access is role-based — people only see what they need
  • Every access to a client record is automatically logged
  • All staff complete privacy training before accessing client records
  • We use two-step login for all accounts

If we ever discover a security incident that affects your information, we will notify you as quickly as we can.

9. How to File a Complaint

If you believe your privacy was not respected, contact us at [email protected], or ask your peer support specialist. You may also contact the Oregon Health Authority or the Oregon Department of Justice Consumer Protection Division.

We will never punish you or treat you differently for filing a complaint.
